Central Oregon Villages is a community-focused nonprofit based in Bend, Oregon. We develop and operate temporary shelter sites that provide safety, structure, and support for people experiencing houselessness.

We work in close partnership with the City of Bend, Deschutes County, and regional service providers to ensure our shelter communities are coordinated, effective, and responsive to real needs.

Our shelter sites

Central Oregon Villages currently operates multiple locations in Bend, including:

  • Benson Way Village with 20 individual living units

  • Bond Street Safe Parking with 2 individual living units

  • Dean Swift Annex with 6 individual living units

  • 5th and Franklin with 4 family units

Each site provides temporary outdoor shelter with electricity, heating, and cooling, a bed, and access to shared kitchens, showers, and bathroom facilities. Some locations include secure gates and monitoring to enhance safety.

Our plan for progress

Every person’s path to stable housing is different. That is why our approach is individualized and team-based.

Each participant works with a case manager to identify barriers, set goals, and build healthy routines. A housing navigator helps guide the process of qualifying for, applying for, and preparing to sustain permanent housing somewhere else.
